that it has much, if any, effect towards the prevention

of the kidnapping of girls and brothel slavery, the

only objects which in my predecessor's opinion justified

its continuance.

I desire, therefore, that you will take steps

as soon as possible for the preparation of an Ordinance

abolishing this system.

11. The Governor replied, submitting, but asking

for reasons "because I confess I have none of my own

to bring forward in support of the proposed measure.

He saw no other way of securing to the inmates of

brothels that protection "which they now unquestionably

receive".

The Secretary of State insisted on the change.

12. In 1897 the China Association and the

Governor represented that the health of the garrison

had suffered and that the number of brothels has

greatly increased since registration stopped.
